The USM was formed in Brighton, England, in late 1999 by lead singer and guitarist Rocco Antonelli. The original lineup, as noted in the liner notes of their first 7" single, "True To Your School b/w Never Grow Up / Ode to Walt," consisted of "2 kids from Boston / 2 kids from Brighton," with Boston referring to Boston, Massachusetts, USA, and Brighton to Brighton, England.

Following the airplay of "True to Your School" on the renowned DJ John Peel's Radio 1 show in London, the USM garnered interest from the manager of the Irish punk legends Stiff Little Fingers. This led to their debut performance as the opening act for the band at the Tindle Center in Brighton, a significant milestone for the USM.
After achieving chart success on college radio in the United States, the band embarked on a well-received East Coast tour. They subsequently rented a house on Cape Cod, where they recorded their full-length album, 4 Star Desperadoes, featuring 10 tracks, which was released by Hank Records in 2001. Due to positive press and airplay in America, Rocco Antonelli opted to return to his native Boston. However, the original lineup disbanded, with Will Moore and Matt Cooper returning to the UK and Don Schulz pursuing a solo project.

Note: "Nite Out" was written by the Boston band The Fools. "Peter Pan Song" refers to "Never Grow Up" from the Disney film Peter Pan. "Batman Theme" is from the original Batman* television series.

While the American lineup primarily performed material from 4 Star Desperadoes, which was well-received, Rocco Antonelli was eager to create new music with the revised group. They wrote and recorded the song "Got A Reason," featuring the notable street punk anthem "The Bells of St. Andrews." This song reflects Antonelli's experiences at St. Andrews Boys Prep School in Barrington, Rhode Island, and recounts poignant memories of two boys, Charlie and Matt, and their chance meeting years later in a bar.
The band continued to perform with this lineup on the East Coast until disbanding in 2004, after which Rocco Antonelli moved to South Africa.
In 2009, Antonelli returned to the United States, settling in Providence, Rhode Island, where he reassembled The USM. This iteration included Bob Kadlec on guitar and backing vocals, alongside well-known local musicians D-Robb Wilkinson on bass and vocals, and Jonny Redd on drums and vocals. This combination proved successful, and The USM enjoyed a couple of fruitful years before disbanding after their final performance at the Brighton Music Hall in Boston, their largest venue to date. This lineup also appeared on the Boston-based television show Sonic Lobotomy (episode 29, aired November 16, 2011).
