The USM was formed in late 1999 in Brighton, England, by lead singer and guitarist Rocco Antonelli. The original lineup, as noted in the liner notes for their debut 7" single "True To Your School" b/w "Never Grow Up / Ode to Walt," consisted of "2 kids from Boston / 2 kids from Brighton," referencing Boston, Massachusetts, USA, and Brighton, England.

Following the airplay of "True to Your School" on the renowned DJ John Peel's Radio 1 show, The USM caught the attention of the manager of Irish punk legends Stiff Little Fingers. This led to the band being invited to open for them in England, marking their debut performance at Brighton's Tindle Center—a significant first show for The USM.
After gaining traction on college charts in the United States, the band embarked on a successful East Coast tour. They rented a house on Cape Cod where they recorded their full-length album, 4 Star Desperadoes, which featured ten tracks and was released on Hank Records in 2001. Due to positive press and airplay in the U.S., Rocco Antonelli decided to return to his home city of Boston. However, this marked the end of the original lineup as Will Moore and Matt Cooper returned to the UK, while Don Schulz opted to pursue a solo project.

Note: "Nite Out" was written by fellow Boston band The Fools. "Peter Pan Song" is "Never Grow Up" from the Disney film Peter Pan. "Batman Theme" is from the original TV show Batman*.

While the American lineup primarily performed tracks from 4 Star Desperadoes, which were well-received by fans, Rocco Antonelli was keen to create new material that showcased this lineup. The band wrote and recorded "Got A Reason," and Antonelli also composed the notable street punk anthem "The Bells of St. Andrews," inspired by his experiences at St. Andrews Boys Prep School in Barrington, Rhode Island. The song reflects on two boys, Charlie and Matt, and imagines their lives twenty years later during a chance encounter in a bar, highlighting their challenging early years together.
The band continued to perform in this lineup on the East Coast until disbanding in 2004, at which point Rocco Antonelli relocated to South Africa.
In 2009, Antonelli returned to America, settling in Providence, Rhode Island, where he reformed The USM with Bob Kadlec on guitar and backing vocals, alongside local musicians D-Robb Wilkinson on bass and vocals, and Jonny Redd on drums and vocals. This iteration of the band thrived for a couple of years before disbanding after their final performance at Brighton Music Hall in Boston, their largest venue to date. This lineup also made an appearance on the Boston-based television show Sonic Lobotomy (episode 29, aired November 16, 2011).
